The Nigerian Senate has amended key clauses in the establishment acts of the South East Development Commission (SEDC), South West Development Commission (SWDC), North West Development Commission (NWDC), and the National Youth Service Corps (NYSC) Trust Fund.
The revisions, adopted during a plenary session following a motion by Senate Leader Opeyemi Bamidele, aim to align the acts with constitutional provisions regarding fiscal appropriations.
Bamidele explained that the initial versions of these laws contained funding clauses contradicting Section 162 of the 1999 Constitution, as amended. He emphasized the supremacy of the Constitution, noting that any law inconsistent with its provisions is null and void.
The affected clauses—Clause 14 of the NWDC Act, Clause 14 of the SWDC Act, Clause 15 of the SEDC Act, and Clause 4(1) of the NYSC Trust Fund Act—were subsequently amended to ensure compliance with the nation’s fiscal regulations.
The Senate’s action reflects its commitment to constitutional fidelity and the proper allocation of public funds while safeguarding the operational integrity of these critical development commissions and the NYSC Trust Fund.
The corrected bills will be transmitted to the President for assent, ensuring their lawful implementation across the country.
